  1. Ballots officially printed by the contracted printing company will be coded to identify which printer printed them.

 

  1. The company not only prints mail-in ballots, but machine folds them and inserts into coded envelopes. Those folds in ballots leave kinematic artifacts which can be seen with uV scanner.

 

  1. All mail in ballots have envelopes which are part of ballot.

 

  1. All ballots are scanned.

 

The scan of a ballot will show whether that ballot was filled in by hand or was duplicated , i.e. is a copy of a filled in ballot. The scan can tell where pen impacted paper to start filling in a Circle, and when it left the paper with a light touch.
