So this appears to be the agreement Israel and Russia have worked out. Russia will not interfere with Israel attacking IRGC. A stipulation that it cannot attack Syrian Arab army with zero IRGC presence. We will see how this plays out. As Putin could back stab Israel and lie and say they struck a presence without IRGC there.
