They can not impose their freedom restricting policies with the mortality rate of the current virus. The majority of the population does not trust the vaccine or fear it enough to take it and comply with any policies. The only way they could get the population to comply is to wipe out those who don't. This is why the vaccine doesn't actually prevent you from getting the virus. This way they can ensure no heard immunity is acquired and the deadlier virus can still be transmitted to those who are unvaccinated.
