regarding this notable from pb, the number goes straight to a full voicemail. you cannot get through to a person, you cannot leave a message, there is no other options.

this phone number is payed for by the tax payers for the citizens to be able to contact them but it is not functional for that, this is illegal, who can we report this failure to operate to?

also, when you hear the automated message begin if you dial 9999 it will reroute your call to the department of air quality… thought that was odd..
