There is an illuminating interview with Regina Dugan who is the CEO of Wellcome Leap, which bills itself as the "global ARPA for Health". They recently dropped the "D" from this tagline on their website.

Regina was the first female Director of DARPA from 2009-2012. She later joined Facebook's secretive "Building 8" project where they were working on a mind-reading project that would translate your thoughts to words on the screen (telepathic typing). The project was called Silent Voice First. Regina left Facebook in 2017 to pursue a "new endeavor".

The interview highlights DARPA's partnership with Moderna in developing mRNA vaccines, going back over a decade, and how proud she is that typical vaccines are developed over 3-10 years and yet Moderna pulled it off in 63 days.

She also talks about Wellcome Leap's 1000 Days project, which is working on monitoring the development of a human being's cognitive network in the first 1000 days of their life in order to develop solutions for "therapeutic interventions" that will increase executive functioning of the brain.
In other words, they're going to hack the brains of babies and transhumanize them.
