I think you might be mistaken with this LJ35, it is carrying sensor pods under the wings.

Medevac planes don't normally need those pods.

Tracking the people who want to interfere with the audit.

There are quite probably other planes doing the same thing that are not showing up on the tracker.

Anyone who so much as farts within walking distance of the venue will probably be tracked.

Plane is according to the article N620FB owned by the city.

It is used by the police so will be carrying out general surveillance.

Don't know what equipment fit it has but as a police plane it probably has a camera/IR system and possibly a cell phone tracker.

It is not showing up at the moment.

 

AFSOC Air Force Special Operations Command use similar PC-12 planes with a far more comprehensive surveillance kit.
