I have a theory that all the shills are actually sent from Q. There's over 1.4 billion in China, and over 9 million Israel. Why isn't every bread flooded with thousands of shills 24/7? They have the man-power.
But there's always a managable amount of shills. No matter how bad it gets, there's never too much. It's juuuuust enough.
They post the easiest-to-spot shill content too. The SHITTIEST of memes, jew spam, anime spam, mr pig spam, etc. It's so low effort.
Most normies would give up and leave, but anons remains.
I think all the shills are actually on Q team, and their only purpose is to scare off normies, so that only autistic, social rejects remain. The perfect candidates to serve in a secret digital army.
