The Dornier D328 belongs to 645th AESG Aeronautical Engineering Support Group.
It is a test plane and belongs to a secretive special projects office called Big Safari and conducts research and development and test and evaluation activities in support of U.S. Special Operations Command.
The plane was spotted in the Portland area July last year during the riots.
