I work for a public health department and the chief medical officer was forced to respond to the mRNA trials from the 90s that killed all the test subjects. her explanation was that when they started mRNA testing, they were trying to do something different and it caused the cytokin storm, but then they realized they could deliver a vaccine with it. her explanation was weak and poorly documented in my opinion, but then she also didn't seem to have any idea about how much mercury or aluminum is in adjuvants either, so all in all just a professional narrative pusher.
