The rulers collected the wisdom and funded the watchers
The rulers and priests determined what wisdom was applicable…
… and applied it to the population
Progression of the Cycle:
The watchers became a myriad of scientists.
The priests became religions and their veiled societies.
The rulers became the focal points and middle (wo)men between the religions and the population.
The population became the engine driving it all.
Result:
The engine is starting to drive itself.
