i not know about AZ but MN counties historically have had very flat networks with no walls between departments. I was working on fixing this for one county in 2015-16 and suddenly found myself without a job. I told them they could not have access until the BCA signed off on the configuration. A week later I didn't have a job for unspecified reasons.
In a sense, it surprises me the network admins in Maricopa would even know they had a problem. The level of expertise in local government IT/IS is generally at the level of 'we ask out vendors to take care of that stuff'.
