This is a matter for the GLA’s Chief Officer, Mary Harpley, in her capacity as the Greater London Returning Officer. She advises thatthere are no plans to ‘remove’ any organisation involved in development of the electronic vote-counting system that will be used for the London elections next year, in light of the recent United States of America elections. CGI(NYSE: GIB) (TSX: GIB.A) has been awarded a new contract by the Greater London Authority to deliver end-to-end services, software and technical infrastructure for the electronic counting of votes in the 2020 London elections.

 

CGI and London-based elections technology company Smartmatic will provide an electronic solution for the accurate countingof voter marks on ballot papers and declaration of results for three elections taking place in May 2020: the Mayor of London, 14 Constituency Assembly Members, and 11 London-wide Assembly Members. Postal and in-person votes will be counted in three count venues across London (Alexandra Palace, Excel and Olympia).

 

CGI’s e-counting solution, developed in partnership with Smartmatic, will assist with ballot papers being scanned and processed quickly and accurately, with full auditability of results. In support of the project roll-out,CGI will also provide outreach and consultancy to key minority voting groups,offering full transparency around the vote counting process to help encourage voter participation.

 

Having previously delivered the highly successful electronic vote counting systems for the 2012 and 2017 Scottish Local Government elections, CGI’s proven approach will facilitate the delivery of an accurate and transparent vote count. They will again beworking with Rathmhor, a coaching, training and consultancy business whose team of specialist facilitators designed and delivered the user training for the programme in Scotland in 2017. Leading providerHamilton Rentalswill be supplying hardware and AV rental and their engineers will build the count centres and deploy the solution at the count venues.

The chief executive of Hounslow Council is to leave to take up a top role with the Greater London Authority (GLA).

 

As Chief Officer, Mary Harpley will act as the GLA’s statutory Head of Paid Service and becomes the first woman to lead the GLA staff as its most senior officer. She replaces Jeff Jacobs, who has retired. She has more than 30 years’ experience both in the public and private sectors including seven in Hounslow.

 

At Hounslow, she has overall responsibility for the council’s 2,500 staff and was principal adviser on strategy and policy to the Leader of the Council, Cabinet and the Leader of the Opposition. She previously served as Chief Executive of Cherwell District Council in North Oxfordshire,management consultant at McKinsey & Companyand Corporate Director of the former West Midlands Regional Development Agency. Her salary at Hounslow is understood to be over £200,000 per annum if pension contributions are included.
