Some actually act/vote according to what their constituents want them to.
Scott Brown, in his short stint, did that, and conservatives got pissed off. Brown was the reason Obamacare was rammed through on Christmas Eve, because MA voted him in to stop it. For the rest of his tenure he voted according to what his constituents wanted.
WRT to Stefanik, in the house, what I noticed was she stayed in line with military interests, since Fort Drum is in her district, if she felt a Trump action would affect it.
It's the way it was drawn up, back in the day, IMO.
