There's a law, from 1920, that dictates that any oil shipped from a US port to another US port must be on US flagged ships.
Problem is, there aren't many US flagged ships.
If Bidan were serious about solving supply issues short term he would waive that law to get refined product to the east coast from the gulf coast refineries.

Other problem is trucker shortage. Avg age of long haul truckers is 55, from what i heard in a video I watched about the lumber stockpiling in VT. Not enough trucks to move it quickly, I guess. Oil is worse. How many trucks would you need to maintain normal supply?
