Paypal wants to help the FEDeral Reserve (which is not federal and lacks reserves), CEO Dan Schulman wants to add something that will allow Paypal to tell its users when and where they can spend their digital dollars along with their "bitcoins," which appear to really be fractional reserve tokens that represent a promise to pay bitcoins, if and when you are allowed to withdraw from the system, when paypal is involved.
