The five-year old Border Police improved control of Costa Rica’s porous land border with

After a favorable constitutional court ruling, the government expanded use of the Judicial Wire

Intercept Program (JWIP) in 2017, resulting in notable convictions. For example, largely based

on JWIP intercepts, Costa Rican prosecutors convicted a Sinaloa Cartel-affiliated trafficking

network estimated to have trafficked more than 70 MT of cocaine.

 

The U.S. government estimates opium poppy cultivation in Mexico reached 32,000 hectares (ha)

in 2016, an increase from 28,000 ha in 2015. Most opium poppy cultivation occurred in the

states of Sinaloa, Chihuahua, Durango, and Guerrero. The Mexican Attorney General’s Office

(PGR), SEDENA, SEMAR, Foreign Ministry (SRE), and the United Nations Office on Drugs

and Crime (UNODC) began an opium yield study in 2017 to better estimate the quantity of

heroin produced in Mexico. Collection of field samples will continue through the opium poppy

growing season of early 2018, with analysis planned for spring 2018.

 

Increased seizures at the U.S.–Mexico border suggest a rise in fentanyl trafficking. Synthetic

drugs are increasingly transported in poly-drug loads and sometimes pressed into pills disguised

as prescription medications for sale in illicit markets. In August, using Merida Initiative-funded

non-intrusive inspection equipment, SEMAR seized 64 kg of material containing fentanyl and

30,000 fentanyl-laced counterfeit pills at a checkpoint near the Arizona border. During the first

nine months of 2017, U.S. Customs and Border Protection had seized 224 kg of fentanyl at U.S.

southwest border ports of entry, all from privately owned vehicles. The United States supports

SEMAR, SEDENA, Federal Police, Customs (SAT), and PGR with information sharing,

training, and specialized equipment. In January, SEMAR captured two Sinaloa Cartel

“superlabs,” seizing over four MT of methamphetamine and thousands of liters of precursor

chemicals.

In January, Mexico extradited Joaquin “El Chapo” Guzman, former head of the Sinaloa Cartel,

to the United States to stand trial. In May, Mexican officials arrested Damaso Lopez Nunez,

Guzman’s likely successor as the leader of the Sinaloa Cartel. In addition to Lopez Nunez’s

arrest, his son Damaso Lopez Serrano surrendered to law enforcement authorities in July at the

U.S.–Mexico border, the first time a high-ranking cartel leader ever voluntarily surrendered to

law enforcement authorities in the United States.

SAN DIEGO – Sinaloa Cartel Cell Leader Damaso Lopez-Serrano, aka Mini Lic, was arraigned in federal court today following his self-surrender to United States law enforcement authorities at the Calexico West Port of Entry on July 27.

 

 

Lopez-Serrano, 29, is believed to be the highest-ranking Mexican cartel leader ever to self-surrender in the United States. Lopez-Serrano was arraigned on an indictment returned by a federal grand jury in San Diego on August 19, 2016, charging him and five of his close associates, including Nahum Sicairos-Montalvo, aka Kinceanero, with Conspiracy to Distribute Controlled Substances Intended for Importation and Conspiracy to Import Controlled Substances.

 

 

United States District Court Judge Dana M. Sabraw arraigned Lopez-Serrano on these charges today and unsealed the indictment against these two defendants. Lopez-Serrano did not seek bond and will remain in custody. A status hearing is scheduled for November 2, 2017 at 10 a.m. before Judge Sabraw.

 

 

The announcement was made by Attorney General Jeff Sessions, Acting Assistant Attorney General Kenneth A. Blanco of the Justice Department’s Criminal Division and Acting U.S. Attorney for the Southern District of California Alana Robinson.

 

 

The United States also announced today the unsealing of an additional indictment returned December 4, 2016, in the Eastern District of Virginia by the U.S. Attorney’s Office for the Eastern District of Virginia and the Criminal Division’s Narcotic and Dangerous Drug Section charging father and son, Damaso Lopez Nunez and Damaso Lopez Serrano, respectively, with Conspiracy to Distribute Controlled Substances Intended for Importation. Damaso Lopez Nunez was arrested by Mexican authorities on May 2, 2017, and the United States is in the process of seeking his extradition on the December 4 indictment. Lopez Serrano will be arraigned on this indictment at a future date.

 

 

“At a time when more Americans than ever are dying from drug overdoses, the Department of Justice has made it a top priority to target the Mexican Cartel leaders responsible for the dangerous drugs that poison our families,” said Attorney General Sessions. “We will continue to go after these cartel leaders in order to dismantle their organizations from top to bottom, and today’s announcement should send them a clear message: you can turn yourselves in the easy way, or we will find you and bring you to justice the hard way. No matter what, you will face the consequences.”

The Southern District of California indictment unsealed today marks the conclusion of the fourth phase of a five-year investigation that, in total, has resulted in charges against over 125 people and has had a significant impact on the worldwide operations of the Sinaloa Cartel. This investigation has also offered one of the most comprehensive views to date of the inner workings of one of the world’s most prolific, violent and powerful drug cartels. Cartel members and associates were targeted in this massive investigation involving multiple countries, numerous law enforcement agencies around the United States, a number of federal districts and over 250 court-authorized wiretaps in this district alone.

 

 

This case began in late 2011 as an investigation of what was at first believed to be a small-scale drug distribution cell in National City and Chula Vista. It became evident that the drugs were being supplied by the Sinaloa Cartel, and the case evolved into a massive multi-national, multi-state probe that resulted in scores of arrests and seizures of 1,397 kilograms of methamphetamine, 2,214 kilograms of cocaine, 17.2 tons of marijuana, 95.84 kilograms of heroin, and $27,892,706.00 in narcotics proceeds.

 

 

The primary indictment in this investigation was previously unsealed targeting the alleged leader of the cartel, Ismael Zambada-Garcia, known as “El Mayo,” as well as two of his four sons - Ismael Zambada-Sicairos, known as “Mayito Flaco,” and Ismael Zambada-Imperial, known as “Mayito Gordo.” Zambada-Imperial was arrested by Mexican authorities in November 2014 and is pending extradition to the Southern District of California. Also part of that indictment is Ivan Archivaldo Guzman-Salazar, known as “Chapito,” whose father Joaquín “El Chapo” Guzmán Loera was the alleged leader of the Sinaloa Cartel along with Mayo.

 

 

As part of this investigation, U.S. authorities previously arrested and prosecuted another son of Mayo - Serafin Zambada-Ortiz, who pleaded guilty in the Southern District of California in September 2014 to drug trafficking charges.

 

 

José Rodrigo Aréchiga-Gamboa, commonly referred to by his alias "El Chino Ántrax,” was arrested in the Netherlands, extradited to the United States by Dutch authorities in July 2014 and pleaded guilty to drug trafficking charges in May 2015. Arechiga-Gamboa is believed to have worked for the Sinaloa Cartel as the leader of a violent enforcement arm of the Sinaloa Cartel called “Los Antrax” and a key lieutenant of Mayo.

 

 

This case is the result of ongoing efforts by the Organized Crime Drug Enforcement Task Force (OCDETF), a partnership that brings together the combined expertise and unique abilities of federal, state and local law enforcement agencies. The principal mission of the OCDETF program is to identify, disrupt, dismantle and prosecute high-level members of drug trafficking, weapons trafficking and money laundering organizations and enterprises.

>National Guard Kills Agent of Sonora Attorney General's Office; Claims To Have Mistaken Him For Cartel Suspect

Elements of the National Guard (GN) killed Jose Ramon Reyes, 36, an official of the Sonora Attorney General's Office in Caborca municipality. They also injured his sister Veronica Reyes, 25. Reports say that the GN confused them for a cartel cell that owns a similar vehicle.

 

The events occurred on Wednesday evening on a dirt road that leads to San Isidro rural community. At the scene, elements of the GN fired at least seven times at the Tahoe truck in which the victims were traveling.

 

On Twitter, the GN issued a statement confirming that the troops involved in the attack were detained and under investigation.

 

"The GN reiterates that abuses or excessive use of force by its personnel will not be tolerated", the statement read.

 

Pictures of the scene that circulated on social media showed the SUV had been shot through the windshield. Reyes was killed instantly and his sister was treated at a nearby hospital after she was shot on the arm.

 

Sonoran authorities and Mexico's Attorney General's Office (FGR) said that they would investigate the incident but did not issue any further statements.

 

As reported by Borderland Beat, much of the violence in Sonora is driven by conflicts between several factions of the Sinaloa Cartel and local drug groups like La Plaza and/or the Caborca Cartel. This turf is a strategic location for drug trafficking given its proximity to the US state of Arizona.

 

For several months, criminal groups have been competing for control of the Sonoran municipalities of Caborca, Sonoyta, Pitiquito and Altar. They also want control of the Santa Ana-Magdalena-Ímuris corridor in the north and the Guaymas-Empalme-Cajeme corridor in the south.

Benjamin Morales Hernandez, a crime reporter from Sonoyta, Sonora, was found dead this morning in an abandoned lot close to a highway heading to Caborca municipality. His assassins left a written message at the scene, but the text has not been revealed by authorities by press time.

 

Morales-Hernandez's sibling confirmed that he was kidnapped by armed men at approximately 6:00 p.m. the day before. He said he was forcibly taken from his home.

 

Morales-Hernandez worked as a crime reporter for Noticias Xonoidag, a Facebook page that covered news in Sonora. He often shared information about criminal activity in Sonoyta, Caborca, and Puerto Penasco, where drug-related violence has increased in recent months.

This Monday, May 3, was World Press Freedom Day. Mexico was celebrating this day amidst spiraling violence against journalists and ongoing impunity.

 

Last March, a crime reporter from Guaymas, Sonora, Pablo Felipe Romero Chavez, was kidnapped by suspected cartel members. His kidnapping came weeks after another reporter, Jorge Molontzín Centlal, went missing in Santa Ana, Sonora. Their whereabouts are unknown.

 

Background

 

Mexico is one of the most dangerous countries in the world to exercise journalism as a profession. Though the figures are often conflicting, press freedom organizations around the world collectively agree that over 150 journalists have been killed in Mexico since 2000. Dozens more remain disappeared.

 

Like in most criminal cases in Mexico, the vast majority of these incidents remain unsolved and with few perpetrators arrested and/or convicted.

 

Much of the violence in Sonora is driven by conflicts between several factions of the Sinaloa Cartel and local drug groups like La Plaza and/or the Caborca Cartel. This turf is a strategic location for drug trafficking given its proximity to the US state of Arizona.

 

For several months, criminal groups have been competing for control of the Sonoran municipalities of Caborca, Sonoyta, Pitiquito and Altar. They also want control of the Santa Ana-Magdalena-Ímuris corridor in the north and the Guaymas-Empalme-Cajeme corridor in the south
