If they cut this as strategically as possible, an antifa union welder would have likely done this at night, maybe even someone who had worked on the bridge before and knew it’s layout, how to access. Picking locks is easier than you’d think. Cut the top and side that faces the middle of the bridge first and hope the rest cracks so as to look as “uneven” as possible.
