The picture Q posted looks like it was taken from the Mandarin Orchard hotel in Singapore. Here's a pic from the hotel from a higher floor:

The pic is dated Nov 2017, but there is an additional building compared to Q's pic. It looks to be "The Rise @ Oxley," which has expected completion of 2018. Clearly Q's picture was taken at least a few weeks before Nov 2017. Street view from Jul 2016 shows nothing at the site.
