Imo, there are three kinds of "water" meanings used by Q.

On another level I believe that "water" is also used for "money".

The flow of money.

(Some) people swim in money.

To pool money.

"Plants need water."

Plants are people from The Farm.

C_A needs money for their secret ops.

Liquid assets is money.

Thirdly,

"water" can also describe information/ intel.

Floodcoming.

Flow of information.
