As anon pointed out earlier, what about TB, polio and smallpox? Has there ever been this level of Constitution trampling since Prohibition? Your scenario also fails in attempting to starve citizens for non-compliance. Nuremberg much? What other rights do I automatically deny myself in your scenario? Will I be allowed to drive? Own property? Marry?
And if this is so necessary, how can you possibly be against photo ID with signature to vote?
