Candidate Trump broke the algorythm,
in 2016, which they didn’t expect, and they had no “plan B”, no way to inject 100’s of 1000’s of paper ballots, to comport with injections of electronic votes.
So, COVID gave them the excuse, to mass mail out unrequested “absentee” ballots, so they COULD inject them, to “square” with the (fake) electronic ballots, once PDJT broke the algorythm.
As for first time used, PROBABLY the Presidential election in Mexico, in 1988, IIRC.
SO, they have been perfecting it for a LONG time!
There was long delay, in 2016, around 1 A.M., in reporting election results. All the networks joined in. There was a search for votes for Hillary, but they had no plan.
In 2020, they had truck loads of paper “mail-in” ballots, ready to go. If Biden needed 91 million votes, instead of 81 million? No prob..
Obviously, county election officials didn’t HAVE systems administrator access, only Dominion had the passwords: that has “come out” in the Maracopa County audit.
