If you created government, would law apply to you?
If you created education, would degree apply to you?
If you created church, would religion apply to you?
My guess is no. But you would have to manage the hell out of it. i.e. hierarchy of isolation
Population grows beyond management. Create a division, duplicate the hierarchy with changes for uniqueness, repeat when needed.
The divisions would at first be physical land based boundaries. city, town, state country etc..
Followed by soul based divisions. Indicated by many religions. though the core is shared.
Lastly, mental or cognitive divisions. Between Known and Unknown. “We know better than you, trust us”.

Historically these boundaries have been enforced with cruelty and violence. This still occurs today.
Put a hat (vague wording) on manure.
Everyone will agree that it is still manure, but with a fancy hat.
