Biden Revokes Trump’s Order Targeting Online Censorship

 

Trump: "It is the policy of the United States that such a provider should properly lose the limited liability shield … and be exposed to liability like any traditional editor and publisher that is not an online provider."

 

President Biden on Friday revoked former President Trump’s executive order from May 2020 targeting online censorship. Trump wanted interactive computer services such as Twitter, Facebook, and Google, among others, to be held responsible for content posted to their platforms.

 

In Trump’s Executive Order 13925 of May 28, 2020, he wrote that the policy of the United States should be that “an internet provider be exposed to liability like any traditional editor and publisher that is not an online provider.” Trump specifically addressed Section 230 of the U.S. Code, which states:

 

No provider or user of an interactive computer service shall be held liable on account ofany action voluntarily taken in good faith to restrict access to or availability of material that the provider or user considers to be obscene, lewd, lascivious, filthy, excessively violent, harassing, or otherwise objectionable, whether or not such material is constitutionally protected.

 

The term “otherwise objectionable” has given license to sites such as Google, Facebook, and Twitter to censor material they find “otherwise objectionable.”

 

Last October, Google’s CEO, Sundar Pichai, spoke before Congress and claimed, “Of course, our ability to provide access to a wide range of information is only possible because of existing legal frameworks, like Section 230. The United States adopted Section 230 early in the internet’s history, and it has been foundational to US leadership in the tech sector. Section 230 protects the freedom to create and share content while supporting the ability of platforms and services of all sizes to responsibly address harmful content.”

If successful, the negotiations could reactivate a 2015 international nuclear accord that Donald Trump withdrew the U.S. from three years later. That would require Iran to once again accept limits on its atomic activities, in return for the lifting of an array of tough sanctions imposed by the former president.

 

Tehran has already taken advantage of a less hostile climate since President Joe Biden came to power in January. It is reviving petroleum sales, sending more crude to emboldened Chinese buyers. Iran’s production has climbed almost 20% this year to 2.4 million barrels a day, according to data compiled by Bloomberg, though most of that oil is still used domestically.

Biden Revokes Trump Border Policy, Welcomes Migrants Without Means for Health Care

 

President Joe Biden will reverse former President Donald Trump’s policy to require immigrants to have the means to pay for health care so they would not rely on government programs, he said during a meeting with so-called Dreamers on Friday.

 

The 2019 order denied visas to those seeking entry into the U.S. who were deemed a “financial burden” on the health care system. Biden, in a proclamation announcing the rollback, said the policy did not “advance the interests” of the nation.

 

The Trump order did not apply to immigrants who already live in the U.S. or to lawful permanent residents, refugees, asylum-seekers or children.

 

Biden has rolled back a number of Trump-era immigration policies in his first few months in office, moves that some say have contributed to a surge in migrants at the southern border, including border wall construction, increased interior enforcement and the Migrant Protection Protocols, which kept migrants in Mexico while they awaited their hearings.

 

“My Administration is committed to expanding access to quality, affordable healthcare,” Biden’s proclamation states. “We can achieve that objective, however, without barring the entry of non-citizens who seek to immigrate lawfully to this country but who lack significant financial means or have not purchased health insurance coverage from a restrictive list of qualifying plans.”

 

“Hospitals and other providers often administer care to the uninsured without any hope of receiving reimbursement from them,” Trump’s White House explained at the time, saying:

 

The costs associated with this care are passed on to the American people in the form of higher taxes, higher premiums, and higher fees for medical services … The United States has a long history of welcoming immigrants who come lawfully in search of brighter futures. We must continue that tradition while also addressing the challenges facing our healthcare system, including protecting both it and the American taxpayer from the burdens of uncompensated care.

 

U.S. Customs and Border Protection encountered 178,622 migrants trying to enter the U.S. in April, a 3 percent increase from approximately 172,000 in March, the highest number of encounters in two decades.
