Chinese military discussed this back in 2015. 2015 was when HRC announced her candidacy for president.

How would weaponizing covid collapse a medical system? By creating a large number of expensive hospitalizations to overwhelm the system. You don't have to have a virus that kills every person. Simply overwhelm the medical system. Simply have more patients that require hospitalization than there are beds and stretchers.
Why is collapsing the medical system an important key in the 16-year plan?
You have to go back to circa 2009 timeframe and remember what the Chinese Military was discussing back then. They wanted to cause a hyperinflation in the United States for the purpose of collapsing the USD and removing it as the world's reserve currency. They could take out the entire US and cause a lot of deaths, turn the US into a 3rd world country, all without firing a single shot.
These aren't isolated, unrelated events.
Look at how much money had to be printed since the Jan 2020 outbreak to handle all the unemployed due to shut downs; how much money had to be spent on masks, gowns, gloves; how much gov't money had to be spent on testing, deploying national guard at times, <you name it>, and of course how much of that money was skimmed off thru the back door by the corrupt.
Every government knew it was a bioweapon right up front, or they wouldn't have reacted into lockdowns so quickly. All along, the mantra was stay home to try to slow down the spread so the hospitals wouldn't be overwhelmed.

Was the virus effective in killing people? Was that the actual goal, or was the goal to use it for fear, with another stealth purpose to trigger hyperinflation?
Think of using the virus to collapse the hospital system to trigger a hyperinflation in this way. Close businesses. Destroy jobs. Increase unemployment. Government handouts to businesses and hospitals, etc. Create fear.
Initial Attack Wave 1 - (Jan - Aug) not as significant, because the virus was still just starting to spread, and it was summer (so the heat and the lock-downs helped slow the spread of new cases).
Followed by Attack Wave 2- (Nov-Jan). The virus spread quicker in winter months. Although some businesses were still closed or operating on much lowered capacity, people in general were tired of being locked up, and were shopping regular and often in places like Walmart, etc.

The initial wave killed of a lot of elderly and others w/ co-morbidity. [Possibly with the aid of their corrupt partners in the US helping to spread the virus via changing policies and nursing home scandals, etc.] As the spread of the virus picked back up in the fall, deaths increased. There's no graph on hospitalizations, but presumably many in wave 2 were in the hospital before they died. Unknown what portion of beds remained available in wave 2.

With the US response under the Trump administration to minimize non-elective surgery, thereby keeping beds available for really sick covid patients, the hospital systems weren't overwhelmed.
But what about the collapse in revenue for the hospitals? It is hard to tell how much revenue the hospitals lost due to shut downs, but they were compensated, and possibly overcompensated to make up the lost revenue. This defended against the CCP's 2015 plan to collapse the US medical system.
And the known the longer term goal of CCP to trigger hyperinflation in the US, (at least to those paying attention) . Since hyperinflation is a monetary event, we must look at the monetary base. Here again, we see the effect of a virus on the monetary base - and the printing of money out of thin air to respond. Wave 1 had the largest monetary effect Feb-May last year, and after a pause has climbed steadily, in particular in the fall/winter. (The monetary base can not by itself predict hyperinflation, but it is a huge component.)
