I would say Christmas is a good bet, would explain the market closed/no people - I would expect a Christmas market/fair to be open Christmas eve, even if it was rainy/windy someone would go - esp as these pics cover sunset, sun/light appears to be in the west
The fact the Millbank tower lights match, not just match but stayed static for some amount of time could also point to Christmas, people on a break etc. I would imagine the Millbank lights aren't static for long. Was thinking could potentially be new year, another chance where most of the building would essentially be shutdown but the clubs/restaurants would be open. The dates on Getty do say 25th Dec, not 100% that is an uploaded/auto date and not user supplied.
