Not sure, but I think that may be a crane operating (behind the building facing the cam) at St Thomas's. There was one there in 2014. Bluriness could be attributed to movement whilst the shutter was open.

A couple more of the background shroud, March & April 2014. Also one from Jan without the shroud and a SV cap from July 2014 on Hungerford bridge in the approx position of LisaMI6 for ref/visibility.
Those images from pb do seem a more than reasonable match. As you say prep mode, guessing that his was the start of the SE shroud going up, with the protruding/lower level being a scaffolding platform. I will have a dig around for the shroud going up tomorrow.

Well spotted anon, that will need reconciliation, I will redo my dig on the shrouds tomorrow, looking for both the SE shroud (Jan) and anything for March ref the "original" shroud.
Best date on SISter was Jan 2014, it was found on Google Earth, opening the image via browser gives the standard google maps image captured date on the bottom right.
Here is a YT vid from Christmas and Boxing day 2013 shows Palace of Westminster with shrouds as well as Millbank lights (not a match), there is also some WW footage in the vid.
