having meetings and conferences, etc.
The people can watch this (like watching a movie) and think, okay, big things are starting to happen
(not knowing they already have happened).
On June, 12 will be the finale of the movie, we are watching:
The ceremony, the OFFICIAL signing of the peace treaty.
The public will not know that the unofficially signing of the peace treaty had already happened long before June, 12.
