Members of the Fifth Estate - people like Soros, media mogul Rupert Murdoch and Microsoft Chairman Bill Gates - operate across these borders. They have enormous wealth, money enough to fill the foreign aid void created by the death of the Soviet Union and US budget cutbacks.
But there's a danger in allowing members of the Fifth Estate - people who are ultimately motivated by profit, not the personal freedom of others - to supplant the role of governments in international relations.
