You are talking about a transponder capable of Mode C interrogation, correct?
And you suggest a craft without Mode C installed, or turned off, would not be visible otherwise?
You sound like an overloaded “pilot” who has, or willing to, become blind to the basics.
If one does not have such fancy equipment aboard, are there any other ‘systems’ in use if you do not want to look out the window?
Lack of transponder does not make something invisible. The inclusion of such a notion is suspect as sustaining an illusion, a deadly one at that.
