Not once was Carter ever introduced as former/39th President or Clinton as 42nd. Presidents whether in office or out of office are introduced and addressed with the title of "President X", basta, end of story. But since Trump left office they've been using this "former" and 45th bullshit. OAN is just getting the newspeak out of their mouths.
