I think the ID's Hash is not bound to the IP, you can simply change your browser header and your ID will change. Or use anohter device, your smartphone and boom, new ID new HASH.
They can't change your ID and fuck with the hash if it was bound to your IP, but if it was bound to something else they could.
Enough anons noticed the jumping ID's for themself with doing anything.
