Does it mean that ordinary (non-SECclearance) US citizens travelling abroad cannot be spied upon directly by the US (NSA/MI), but if they have a Security Clearance the our NSA/MI can legitimately spy on them to ensure their adherence to the requirements of their clearance?

And so that is why certain individuals were allowed to keep their clearance → to legally spy on them, and to see who they blab to, and to thereby entrap additional conspirators?
