I think the General personality type of cabal members doesn't fit well with the military, it's comprised of discipline and chain of command. Cabal people are generally psychopaths or narcissists. Someone asked earlier why the military wasn't completely compromised by cabal.
The cabal has enough discipline to be successful at what they do but they wouldn't be able to tolerate taking direct orders for very long like in the military, it would offend their egos too much .
