I don't think they would've gone down this path and risk everything (reputation, lives…everything) if they didn't believe they could over-turn the election. There must've been some very low-level intelligence that informed Powell and team what happened - they collated the evidence much to quickly to appear to have discovered it on their own - they had help and those people are most likely behind the audit push.
