The way I see it is that the virus that was ultimately released was not nearly as deadly as what the bad guys wanted to release, but it was still a virus and it was still released, and people still died.
So maybe it is the same with the vaccine, still deadly, but not nearly as deadly as the vaccine that they intended to release. Or the fact that it was done using "warp speed" they can't make it mandatory, which is obviously what they wanted based on how hard they are "pushing" people to get it.

A record card is just that. It is not an ID. It is to remind the person who got the shot, when they got it. It is no more important than a record of when a person last had their hair colored and what kind of dye was used.
Would it also be illegal to print out a card that had a record of my last hair appointment?
