That occupation would end if there were no longer a hostile relationship between the occupiers and the occupants of the occupied territory (IOW, IMO, in our situation the peeps accepted the current administration), or, if the occupiers were no longer able to maintain control over the occupied territory because the occupants rebelled and could not be controlled.
