It isn't a paradox because it's total horseshit.

ANY and ALL choices represents 'a' action. You may not like someone's action, you may not agree, you may not think it can help with your goals, or even theirs, but this is a moral or subjective judgment, not a logical statement that purports to prove or refer to some fake reality where people do not act when they have freedom.

This quote is what is expected out of a dictatorial mindset, where people's actions suddenly do 'spring forth' but only because the perceiver 'agrees' with the actions. It would be like claiming the sun only rose when the ostrich took its head out of the ground.
