It reads like the operators of the cable car were arrested for negligence. It would seem the cable car had been malfunctioning for you over month. And due to its malfunctioning the emergency brake was coming on, like a safety feature. Because the cable car operators didn't want to stop service to fix it, i.e. lose money, they killed the emergency brake to over ride the safety feature and keep the car running. A kid survived thanks to his dad.
