"5G" is a loose set of proposals. Different engineering groups from different countries have different ideas about how they want to implement 5G. The trick is that we can't let dirty Commies set the standards. Even if red-blooded Murrican engineers end up defining the standards, however, chances are high that it will be rushed into production without a lot of safety testing.
The electronics industry does this type of unsafe rollout because it is easier for them to get forgiveness than permission.
