I don't know if I have the answer to this, anon. I recently had some first-hand experience working with folks that are struggling with their humanity, but it wasn't the psychopathic CEO types. It was the regular people that were obviously abused, neglected, or what have you. These people seem to range from "still trying" to "basically given up" on hope.
Regular, everyday people exhibiting some symptoms of psychopathy? I definitely believe it's the current state of the world (environment) and their inability to see the decisions they make as harmful to others or regressive for society at large due to the sheer number of others they see doing the same. Get a few folks speaking out against it, and they join the NPC crowd in defending it because nobody wants to be wrong. In these cases, yes, I believe their "psychopathy" to be environmental, and "curable". The issue is, it has gotten to the point where they behave like alcoholics. In order to fix the problem, they need to be made aware of it. Like Q said, "More good than bad".
That's why we're here. We're the nagging parent trying to get the kids to wake up. Nobody likes to be forced to wake up when the dream is blissfully painful and distractedly satisfying at the same time. The lengths these evil folks have gone to enslave humanity shows you who the real psychopaths are, and they are attempting to project their psychosis on the people at large.
