In reality this board belongs to the Board Owner who is in proxy to the Board/Site Operator. That means the Board Owner has all say over publish/deletions/edits/write access. The BV has the authority given to him by the BO. You might not like the way BV runs the train but as to everything he's done in past days? It's all been authorized by the BO/ Site Operator in proxy.
