By it's very nature, it assumes that blacks aren't equal to whites, and thus need a handicap to compete.

absolutely part of the agenda, I agree. The only way to achieve actual equality is to follow a merit based system in which there aren't exceptions made for inferior performance- example- lowering the bar to allow women in the military or police force.
