What are the odds that everything is going just according to plan?
For example, why would I want to play a game of chess with my own pieces? That is rather silly, as my own pieces will do what they need to do on their own. But my enemy's pieces… How convenient would it be for my side if I could arrange them?
It is amazing to me to see the inate bias humans have within their mind that they hold the defining perspective.

Control is about more than sitting in a chair or being able to order a soldier. What do I care who orders a soldier to move according to my designs so long as it is done as I require? If the person doing so believes their thoughts to be their own, all the better - as they will only further entrench themselves into a pattern I engineered for them to follow.
If someone such as myself were to have access to the resources to be able to play the role of Q - or dare I suggest someone of superior raw and refined aptitude - then it is well within their capability to make nations dance in the palm of their hand with just a few whispers.
Does that mean B is Q or Q team? … Meh. Someone is clearly begging for attention and I have a bit to spare them. There are people with relevant things to say who aren't Q.
