Section 11.3 of the Law Of War manual spells it out short and sweet:

Belligerent occupation ends when the Occupying Power no longer has effectively placed the occupied territory under its control.
For example, an uprising by the local population may prevent the Occupying Power from actually enforcing its authority over occupied territory. Similarly, the Occupying Power’s expulsion or complete withdrawal from the territory would
also suffice because the former Occupying Power generally would not be able to control sufficiently the occupied territory.
Belligerent occupation also may end when a hostile relationship no longer exists between the Occupying Power and the State of the occupied territory.

So, the population rebels or the population accepts the new government.
We're being told by Flynn, Powell, Ellis that the removal of the Bidan administration has to be done by us, not for us. IMO, Q has never said anything different, and has prepared us for this scenario. Flynn may have just green-lighted the go on this phase, not sure. We are the troops who counter the MSM gaslight that Bidan is accepted and has wide approval.
The Bidan puppet administration will not be able to squelch a citizen uprising. They may try to use the UN, but it won't be enough.
My interpretation of 11.3 is that if the Bidan administration can't get an uprising under control the military can step in. It has to be the military … if the people reject the occupiers (my take on what the rest of the story is.)
Once the military steps in, civil entities, such as courts, will be replaced by military ones, and evidence gathered by the military wrt to the 2020 election can be used to determine the memebers of the newly formed government. So, no reinstatement of Trump, which would be useless if the rest of the occupying administration were to be left in place, rather, if the military knows Trump was the legal winner of the 2020 election, he would be placed at the head of a new government until a new government is completely installed and elections occur.
