What if a new voting system is being devised to allow the people to vote for congressional bills instead of our "representatives". Our reps can go argue the legislation but we the people must approve of it on the dat the legislation arrives for a vote.

No - same rules would apply to each - House and Senate bills voted separately and the percentages would remain…

 

51% in the House for all bills

 

51% - Senate for funding

60% - 67% for other bills according to the Senate rules for the type of bill being voted.

"Rule by the people" - aka "mob rule" is indeed a democracy - usually at the end of a gun

 

Rule by representatives which require a 2/3rds majority is NOT democracy because it requires most people to agree on the rules being accepted
