they should follow SOP if they have ANY information and call law enforcement e.g. Dept of Homeland Security Investigations, FBI, SBI, Internet Crimes Against Children Task Force(s), State Police, local police etc.
they'll know how to escalate as required

let law enforcement do what they do best imo. the judges, lawyers, analysts, officers and investigators (and juries) that have to go through this for the kids and us deserve thanks they never get. it takes a heck of a toll on them.
