Not like Ken Starr. Ken Starr was an Independent Counsel. Realistically he worked for Congress. The

statute that he operated under expired with his term. IMO, if anyone he ran across had challenged

the law, it would have been ruled unconstitutional. But Clinton needed the impeachment (Starr's ultimate result) to distract

from Whitewater.

Sort of, the law expired but the Special Counsel piece remained. Special Counsel works for the Executive

Branch, that is, his boss is the President (ultimately). And the President can fire an SC,

whereas I don't believe that was true with the IC.
