I think that the fixings do appear to be under tension, very similar to your 1st pic, just thinking the apparent straight edge on the bottom right of the fixing. One almost straight across the road, the other going back towards Piccadilly. Also if you were going up to remove the decorations, would you also not remove the black strap fixings?

 

Did find this pic of the lights from 2013, which do show the lights in place over the bus stop. This site show the lights over Coventry Street from 2011-2019.

Also just a thought, ref scissor lift up bread, maybe removal of lights/decorations?

Around the 1:20 mark there does appear to be a small boat leaving the warship and heading off to the left on the horizon.

Also, as the fixings are vertically aligned, see >>13875611, you could say that maybe the one going straight over the road could possibly be slack but there is definitely some tension pulling on the one to the right (as we look at it). I am leaning in favour of them both being under tension though, fixings for the other side are directly above the Cov St sign

Just going to drop this in, ref the 3rd pic showing the tail end of the last set of lights. Could that be caught just at the edge of the red bus pic? Possible, not sure, did think it was maybe something catching the sun/clean bit of the building but I don't think so, everything looks equally dirty in SV.
