FBI standards of framing and blaming have greatly improved since the days of luminous memory when the FBIs legendary, very Special Agent Richard Miller lived in an abandoned hen house in Pasadena. Miller gave the FBI's Los Angeles office phone directory to Svetlana Ogorodnikova, a real KGB agent, in return for a BJ.

 

At his trial Miller claimed he was doing an unauthorised cointel op and the phonebook (technically classified) was bait. The story was true. The FBI knew it was true, because they were up on Miller, he was under surveillance the entire time.
