I've run into that for the last week or so.

Is there is a way, technically, that the site could be keeping track of a user by something other than IP or local cookies? Maybe a unique ID assigned to a "profile". Based on a combination of elements such as your ISP/VPN provider + your browser version number + your screen resolution + your OS version number + a downloadable font.

Just brainstorming whether it's possible, not claiming that it's happening.
